troops patrol in Somalia

Hundreds of Ethiopian troops were patrolling a strategic road that leads
to Somalia's government headquarters after a brief
but intense firefight in the area this week, witnesses said Wednesday.
"At least 200 Ethiopian troops are carefully patrolling the road," said
Yusuf Kheyre, a resident of Bardale district about 40 miles southwest of
the southern town of Baidoa where the government is based.

is the firmly held view of the MG that committing such a (peacekeeping )
force to Somalia in the current context may in the worst case be the
catalyst that sparks a serious military confrontation between the
opposing sides, or at a minimum simply adds to the pressing momentum
toward a confrontation.."

environment that the Regional and international community is actively
considering inserting a peace keeping force consisting of military
troops from the IGAD or the AU. It is the firmly held view of the MG
that committing such a force to Somalia in the current context may in
the worst case be the catalyst that sparks a serious military
confrontation between the opposing sides, or at a minimum simply adds to
the pressing momentum toward a confrontation. And, given the situation
as described above, what control would such a foreign
peace keeping force be able to exercise? In virtually any case, there is
a very good likelihood that instead of curbing tensions, a peace keeping
force would simply become a part of the problem - another potential
combatant in the push toward a military solution in Somalia. ....

Islamists clash with Ethiopian forces in southern Somalia
MOGADISHU (AFP) - Islamic fighters have clashed with
Ethiopian forces near the seat of the Somali government, inflicting
large numbers of casualties and destroying armoured vehicles
The Islamists, who have vowed holy war against Ethiopian troops
protecting Somalia's weak government, said they ambushed an Ethiopian
convoy in Qasah Omane, a small village some 70 kilometres (45 miles)
southwest of Baidoa, where both sides are girding for war.
As the Islamists claimed victory against the Ethiopians in the second
attack in three days, witnesses reported fresh fighting at another
outpost south of Baidoa, about 250 kilometres (155 miles) northwest of
the capital.
Ethiopia
expels 3 senior military officers from army
Nov 20, 2006 (ADDIS ABABA) — Ethiopia said Monday it has expelled three
senior officers from the air force and army, the latest upheaval in a
military that has been beleaguered by defections in recent months. Air
force Maj. Gen. Almeshet Degfe and army Brig. Gens. Kumera Assefa and
Asamenew Tsgie were banned from the military last week, said Dawit
Assefa, a spokesman for the Ministry of Defense. He gave no further
details.
The leader of Somalia's autonomous region of Puntland has
agreed to introduce Islamic law in the territory. Mohamed Adde Muse said
a committee would decide how best to implement Sharia to replace the
current Western-based system of civil laws.

Afewerki was urged to mediate in the Darfur conflict and
its spillover into Chad and the Central African
Republic. Eritrea earlier supplied arms to Darfuri
rebels, but has now reconciled with the Khartoum regime.
While Sudan's allies favour this mediation, others fear
it is a trick to swap mediations on Somalia and Darfur.

Access to potable water supply in Shakat administrative area

potable water supply thanks to the construction of a new
facility to that effect. The project comprises the digging of
a new well, installation of solar energy power, construction

President Isaias Afwerki today
received and held talks with the French Development Minister,
Ms. Brijit Jirardin at the Denden Hall here. The talks focused
on the development of Franco-Eritrean relations, the
prevailing situation in the Horn of Africa, the role Eritrea
is playing to promote peace and stability in the region, as
well as the current global politics and the negative US
interference in the internal affairs of different countries.

...With increasing militarization on the ground, other interested
external actors were constrained to take positions, most of them
following dual-track strategies of backing one of the sides while at the
same time calling for the I.C.C. and T.F.G. to engage in dialogue and
enter reconciliation talks. An emerging trans-regional polarization
pitted Djibouti, Egypt, Libya, Iran, Saudi Arabia, the United Arab Emirates, Syria, Sudan and
Eritrea, which backed the I.C.C., against
Uganda and Tanzania, which backed the T.F.G., Ethiopia and Kenya.
The north-south divide reflects a
convergent interest of the North African and Near Eastern states in
gaining a sphere of influence in the Horn of Africa through a unified
Somalia that would check Ethiopia, and the interest of the East African
states and Ethiopia in preventing the push south and, consequently, in
keeping Somalia relatively weak, if not divided....
