Prime Minister Meles Zenawi criticized this week the UN Security Council for failure to take action on Eritrea's deployment last year of troops and tanks into a frontier buffer zone. In talks with Pierre Chevalier, Belgium's envoy to the UN Security Council, here, Meles said it was inappropriate for the world body to fail to take measures when Eritrean troops crossed a temporary security zone. "The Security Council needs to discharge its responsibilities appropriately," Meles said.

As fighting intensified Friday between Somali Islamists and an Ethiopian intervention force, Western diplomats and experts warned that U.S. policy in the Horn of Africa - intended to curb Islamic radicalism - may not only be fueling this newest conflict, but also may be making it easier for al-Qaida to gain a foothold in the strategic region.
